Torino want a long-term loan deal as they cannot afford to sign him on a permanent basis.
City currently pay per-cent of his wages but Torino are said to be willing to offer a large loan fee to keep him until the 2018 World Cup in Russia.
Hart's contract is due to expire in 2019.
He has won two Premier League titles and the FA Cup since arriving from Shewsbury Town in 2006.
