That is according to the Sunday Mirror, who claim Liverpool are readying a bid this winter to cover for Ings’ absence.
Ings suffered a fresh knee injury this week after only just recovering from a long-term lay off.
Liverpool have not been short of goals this season but Klopp is supposedly keen to maintain their challenge for the Premier League title.
Pulisic, 18, has greatly impressed at Dortmund since his debut earlier this year. He boasts nine caps for the USA.
According to the report, Liverpool owners Fenway Sports Group have made money available for Klopp to boost the squad in January.
And new sporting director Michael Edwards may be tasked with landing Pulisic, whose arrival would coincide with Sadio Mane leaving the club for Africa Cup of Nations duty.
