According to The Sun on Sunday, Manchester United are also interested in the Uruguay international.
Gimenez, 21, has played just two games for Atletico so far this season due to injury.
It was claimed the centre-back was one of United manager Jose Mourinho’s top targets as the Portuguese boss tries to sort out his defence.
But rival coach Wenger may get there first, the report claims, as the Frenchman seeks to bolster Arsenal’s title challenge.
Gimenez has 20 months left on his contract, which a release clause of £54m.
