Luke Shaw is fit to start after suffering a minor injury, while Antonio Valencia has returned in time form international duty to keep his place in the starting XI.
Mourinho has also resisted calls to start Marcus Rashford, who remains on the bench.
For City Kelechi Iheanacho replaces the suspended Sergio Aguero up front, while Claudio Bravo makes his debut in goal.
Aleksandar Kolarov and Bacary Sagna also return to the starting XI in place of Pablo Zabaleta and Gael Clichy.
