"We spoke to PSG," Yvan Le Mee told French outlet SFR Sport.
"If Laurent had stayed at PSG he would have gone to PSG, because things would have happened quickly.
"We also had Arsenal, who - when they lost out on Mahrez - came back to us, but it didn't happen. We had Spurs.
"We had Chelsea, but though the club wanted to advance, [coach Antonio] Conte wasn't too keen. It's the job of the agent to say: 'Wait - the coach isn't as enthusiastic as the club. You shouldn't do it.'"
The Welshman is yet to recover from a hamstring injury picked up in the 4-3 defeat to Liverpool last month.
He said: "The only one who is not ready is Aaron Ramsey. He is on the a good way, but not completely ready for Southampton or Tuesday."

Alexis Sanchez could be a doubt for Saturday's clash with Southampton after arriving back in London yesterday after international duty.
"I haven’t seen Alexis and David Ospina because they arrived late last night," Wenger said.
"I have to make [a decision] because we play on Tuesday night so I will see. I have to make that decision in the next 24 hours."
