Moreno will spend this season on loan at La Liga side Deportivo after signing from Atletico Nacional in Colombia.
United were thought to have sent scouts to South America to assess Moreno, while Liverpool’s network also watched him in action.
However, City moved swiftly to secure a deal and were accused by Colombia Olympics coach Carlos Restrep of blocking the nation’s attempts to select Moreno for Rio 2016.
