City are seeking home-grown players ahead of next season, with new manager Pep Guardiola supposedly keen on buying English talent.
City have previously been linked with Arsenal duo Jack Wilshere and Alex Oxlade-Chamberlain, although reports suggest neither player will be on the move this summer.
And Guardiola has turned his attention to Townsend as he looks for a cheap addition to his squad.

The Daily Mirror claim Liverpool are keeping tabs on Townsend's situation.
According to the report, Townsend is being eyed up as a cheap alternative should the Reds fail to land their priority targets this summer.
And that means Newcastle may struggle to sell one of their highest earners until late in the transfer window.
As for City, they have already secured the arrival of Borussia Dortmund playmaker Ilkay Gundogan and look set to announce the appointment of Mikel Arteta as a coach under Guardiola.
