Costa, 27, is thought to be on Atletico's five-man striker shortlist as manager Diego Simeone seeks a new goalscorer for next season.
The Spain international - overlooked for Euro 2016 - endured a mixed second season at Chelsea during the 2015/16 campaign after winning the Premier League title in his debut stint in England.
Spanish newspaper AS claim he is available for around £39million, with Chelsea hoping to make a profit on the £32m paid to Atletico for the striker two years ago.

The Daily Star claim Conte has already begun his search for a new striker, with Everton's Romelu Lukaku and Alvaro Morata of Juventus on his radar.
As for Atletico, Simeone is said to have earmarked Paris Saint-Germain's Edinson Cavani or Gonzalo Higuain of Napoli as alternatives to Costa.
Alexandre Lacazette and Kevin Gameiro of Lyon and Sevilla respectively make up the manager's shortlist.
