That is according to Spanish newspaper AS, who claim Atletico are gearing up to make a big-money offer for the 27-year-old.
It is reported that Atletico manager Diego Simeone is keen to be reunited with the Brazil-born Spain international, who left the Vicente Calderon for London two years ago.
Costa endured a disappointing season campaign at Chelsea last season, leading to claims incoming manager Antonio Conte could sell him this summer.

Other strikers on Simeone's shortlist are said to include Paris Saint-Germain's Edinson Cavani - who may renew his contract in the French capital - and Napoli's talismanic frontman Gonzalo Higuain.
Liverpool were yesterday linked with a move for Higuain by broadcaster BeIn Sports, before their manager Jurgen Klopp was reportedly spotted with the striker's brother at Argentina's Copa America clash with Chile in San Francisco.
Alexandre Lacazette - who has caught West Ham's eye - is available for around £23m and also an Atletico target, while Sevilla's France international Kevin Gameiro makes up the five-man shortlist.
