It is quite a coup for Leeds, who finally sacked predecessor Steve Evans on Tuesday, to land Monk after being rebuffed by Darrell Clarke of Bristol Rovers and MK Dons boss Karl Robinson.
"I have not come here to be average or achieve the mediocre. We want to achieve promotion to the Premier League. I haven't been given a total 'you have to achieve this' but we all want to achieve that and that's what I'm here for.
"It's a big challenge but it's a big attraction as well. I had other options and other people talk to me but I feel this is the right situation for me and this is what I've been waiting for."
Monk is still to finalise his backroom staff but confirmed he plans to bring Spaniard Pep Clotet, his former assistant manager at Swansea, with him.
