United are thought to be trailing Inter captain Mauro Icardi, who was made captain under manager Roberto Mancini this season as part of an effort to keep him at the San Siro.
Inter need to make up around £39million from player transactions this summer to balance the books because they failed to qualify for the Champions League.
They are wary of the punishments UEFA could hit them with if they breach Financial Fair Play (FFP) rules.
New United manager Jose Mourinho is reportedly a fan of Icardi, 23, and the club are said to have made contact with Inter over a proposed deal.
Express Sport understands Mourinho will have £200m to spend on new players this summer.
Zlatan Ibrahimovic could arrive on a free transfer from Paris Saint-Germain, while midfielder Joao Mario from Sporting Lisbon and Everton's centre-back John Stones are also on the boss' radar.

As for Inter, Thohir evaded a direct question about their interest in Manchester City midfielder Yaya Toure, replying: “I think the players who join Inter must understand the project and what it means to respect the shirt and the colours.
"Players come and go, but wearing Inter's shirt isn't easy, and I want to take the opportunity to thank those who have done that so far."
