Chelsea are in need of strikers, with Loic Remy expected to be sold this summer and loanees Radamel Falcao and Alexandre Pato likely to offloaded.
Arsenal, meanwhile, were said to have pondered an offer for Ibrahimovic knowing that he will not command a transfer fee in the summer.
It is claimed the draw of London could fuel Ibrahimovic's decision to move to a capital club.

However, Raiola claims a return to Italy remains an option for his client, who boasts six Serie A titles shared among stints at Juventus, Inter and AC Milan.
“Every team has made an offer. Even Napoli, but they are only good at making movies," he said.
“Inter have also made an offer, but it isn’t clear what President Erick Thohir’s plans are.”
Discussing Milan's chances, Raiola added: “Well they are certainly better at selling movies.
"Jokes aside, I think they are three or four signings away from being competitive.”

Gazzetta claim there is an offer on the table from the Chinese Super League which could see Ibrahimovic land a £55million contract in the Far East.
A future Major League Soccer franchise in Miami, headed up by former United and Real Madrid star David Beckham, is also said to have interested the striker - although the club will not enter the US top flight until 2018.
“I won’t reveal the (contract offer from China) but it is very high. He has offers from every continent but it is too early to paint the final picture," Raiola said.
"I am going on vacation for three weeks but I imagine when I return more pieces of the puzzle will be put into play, not just for Ibra.”
He added: “(Ibrahimovic) has incredible energy that only improves with time.
"When he has time he even goes out hunting. He isn’t human in a sense that people can’t even imagine what he is capable of.”
