The former Chelsea and Liverpool boss, who was sacked at La Liga giants Real Madrid in January, signed a three-year deal at St James' Park earlier today.
Steve McClaren was sacked just hours before - and left the Magpies sitting second from bottom in the Premier League after eight months in charge.
And Wenger, who has seen 14 different managers at Newcastle during his 19-year spell at Arsenal, believes the Magpies have hired a 'top class' boss.
"It's a sad sign for Steve McClaren but of course Benitez is a top-class manager," Wenger said of Newcastle's appointment.

"For me the technical stability of a club is very important, for results but as well for the values. Values for me are an important part of football, the way we want to play, the style of football.
"If you have enough money you can buy away your mistakes but if you manage your club in a balanced way you have to minimise your mistakes."
