The Sun claim Arsenal will look to bring the Germany international to England in the summer, while Sky Sports claim Manchester United are also in talks to sign him.
And Dutch newspaper De Telegraaf published a picture of Gundogan's uncle and agent, Ilhan Gundogan, apparently meeting with Manchester City director of football Txiki Begiristain in Amsterdam.
This came soon after Begiristain reportedly met up with incoming City manager Pep Guardiola in the Dutch capital.
Gundogan, 25, who is valued at around £23million, will enter the final year of his contract at Dortmund in the summer.

Tuchel, speaking at a press conference to preview his side's Europa League clash with Tottenham, said: "Am I convinced that he will stay?
"I don't really know. I can only say that once he has actually signed. I know what we can offer him and if that's enough for him to stay then so be it."
