The Blues were confident of signing the 21-year-old Frenchman, but Juve were unwilling to sell after the departures of Carlos Tevez and Arturo Vidal.
"I think that Chelsea believed the offer that they were putting on the table was a competitive offer and was better than any of the other offers that Juventus had received,” Horncastle told talkSPORT.
“I don’t think they were ever going to sell but I can understand why Chelsea thought the offer that they were making might have whet their appetite.”

He added: "Their manager Massimiliano Allegri said that they actually entertained Barcelona coming to Milan for a talk about Pogba.
"But they came out of those talks saying we are absolutely not selling this player, particularly not this summer after they lost Carlos Tevez and (Arturo) Vidal."
