Mauricio Pochettino is also keen on Southampton's Victor Wanyama, although Ronald Koeman has made clear his position on the midfielder's future.
The Sun however claim Spurs have bold plans before tonight's 6pm deadline.
They suggest Spurs will make a £15million bid for West Ham's Cheikhou Kouyate.
It is thought White Hart Lane officials are confident of landing Kouyate as he is keen on a switch across town.
Though Spurs have only just signed £22million South Korean striker Son Heung-min from Bayer Leverkusen, the same report claims Pochettino still wants Berahino.
And it has also been suggested Spurs won't give up on Wanyama who missed Saints' 3-0 win over Norwich on Sunday.
