The Spaniard joined Spurs for a then-club record transfer fee of £26m in 2013.
But he failed to make an impact in his two seasons in the Premier League and was last week sold to Villarreal for £10m.
And the 30-year-old said he was determined to get his career back on track.
"I've been away for two years in which I haven't been able to give my best, but I'm convinced that I can score lots of goals for Villarreal," he said.
"I've spent two very difficult years in England where I lost my confidence. Villarreal's interest has given me the enthusiasm and will to do great things."
