The Spaniard has been heavily linked with a move to United and with Angel Di Maria likely to leave Old Trafford for Paris Saint Germain in the coming days.
But Enrique told Spanish publication Marca that whilst wanting Pedro to stay, the decision lies with 28-year-old.
He said: "Pedro is a world-class player. He's shown how good he is for both club and country. Speaking as a coach, I want him to stay.
"Nothing has changed. Any changes will be dictated by him."

Pedro's future at Barcelona is uncertain
Barcelona are under a transfer embargo until January so if Pedro leaves, they can buy a replacement but the player will be unable to make an appearance until the new year.
Enrique added: "I don't like looking at 'what ifs' especially when they're on a negative note. I prefer to think that things will carry on as usual.
"We're ready to deal with any situation that may arise during the coming season."
