The Ireland midfielder emerged as a top target for City after they missed out on Fabian Delph, but Spurs could steal a march on their rivals by offering Aaron Lennon as bait.
Lennon spent the second half of last season on Merseyside and Toffees boss Roberto Martinez could be tempted to part with McCarthy for the right deal.
Martinez had previously issued a hands-off warning to City but The Daily Mail claim Spurs think he is ready to join them.
The 24-year-old has reportedly grown frustrated at Everton after the club failed to act on a promise to revise his five-year contract.
Aaron Lennon could return to Everton after a loan spell last season
An agreement was made after the Ireland international joined from Wigan for a fee of £13million in 2013.
He was promised an increased wage based on performances but his demands have not been met and he remains one of the club's lowest earners.
It is believed Mauricio Pochettino values Lennon at £9m but reports suggest they might be willing to offer the 28-year-old and £12m in cash to push through a deal.
