That is according to Italian agent Matteo Materazzi who is confident the transfer will go ahead.
The Dutch midfielder has been on United's radar for a with Louis van Gaal keen to reunite with the 24-year-old.
Materazzi thinks the deal is on the brink of being completed, with just personal terms left to thrash out.

Strootman only recently returned to action for Roma after sustaining a serious knee injury in March which caused him to miss the World Cup.
United have been compiling an ambitious transfer wish list, which also includes Birussia Dortmund defender Mats Hummels and Aston Villa centre half Ron Vlaar.
And should Materazzi's prediction proved to be correct, it would be a brilliant coup for the Red Devils.
