Spurs have been monitoring Carrasco, who has the green light to leave Monaco, but he is believed to favour a move to the Italian capital, according to Gazzetta dello Sport.
Carrasco joined Monaco from Genk when the principality was in Ligue 2 in 2010 and was a main contributor in their promotion to the top flight.
Roma are also eyeing Dnipro left-back Ivan Strinic for the same €5m price. Strinic missed the World Cup with Croatia due to injury.
