Mangala is a top transfer target for City boss Manuel Pellegrini this summer, as he looks for a top-class partner for captain Vincent Kompany.
While Mangala - in France's World Cup squad - is available for £30million, he would prefer a move to one of City's big rivals.
According to reports the 23-year-old has told friends he would rather play for United or Chelsea.

Should he seal a move to Old Trafford, that would mean giving up Champions League football he would get at the Premier League winners.
But Louis Van Gaal is thought to have reservations about signing Mangala, paving the way for a switch to Stamford Bridge.
City could yet convince the centre-back his future lies at the Etihad, but it appears Chelsea are now in pole position.
