Anelka was charged after making the "quenelle" gesture at West Ham on December 28.
Several experts have weighed in on the gesture with some claiming it has anti-Semitic or racist connotations with others saying it is merely anti-establishment.
The Football Association is yet to schedule a date for the hearing but has confirmed that Anelka will put his case to a Commission hearing in person.
Anelka was first charged on January 21 with with making a gesture which was abusive and/or indecent and/or insulting and/or improper after scoring during Albion's 3-3 draw at Upton Park.

The FA has also alleged that the action constitutes an aggravated breach because it included a reference to ethnic origin and/or race and/or religion or belief.
Anelka faces a potential five match ban if he is found guilty, while West Brom worry that a negative outcome for the French striker could cause the 34-year-old to contemplate retirement.
Property website Zoopla has already confirmed that it will not seek to extend its sponsorship agreement with the Baggies at the end of the season as a result of the club's handling of the affair.
