The Barclays Premier League club have an option to make the deal for the 22-year-old permanent at the end of the loan spell.
Al-Muhammadi can play on the right side of defence or midfield and played the full 90 minutes at Wembley in March as England beat Egypt 3-1.
He is Steve Bruce's third signing of the summer, following moves for Paraguay international midfielder Cristian Riveros and Belgian goalkeeper Simon Mignolet.
Al-Muhammadi will link up with his new team-mates when they resume pre-season training next week.
