City will face Newcastle United in the cup on Sunday, and as a result Guardiola doesn't want to risk any injuries at Stamford Bridge.
The Citizens beat Burnley 5-0 on Monday night in a one-sided beatdown in the league, but the mood at the Etihad was dampened by an injury suffered by Sergio Aguero.
The Argentine will miss out tonight, as Guardiola is plotting to rotate his team around and make changes to his starting line up.

Guardiola is set to play Ederson in goal, with a largely unchanged back line of Kyle Walker, Fernandinho, Aymeric Laprote and Zinchenko.
But in midfield, Kevin de Bruyne looks set to return after missing out on Monday's win over Burnley, and will likely play alongside Gundogan and Rodri in the middle.
Phil Foden has been in sublime form in the past week and will surely start on the left wing in place of outgoing Leroy Sane, though it is possible that the German will play instead of him.
Raheem Sterling, like De Bruyne, sat out of Monday's win but will return tonight on the right wing, with Gabriel Jesus likely playing in Aguero's role in the middle.
