Il Tempo claim the Serie A giants have stepped up their pursuit of the Chelsea ace in order to get a deal over the line.
It is suggested that an agreement has practically been reached with Pedro, but there is one issue potentially holding up a move.
The report suggests Roma need to offload Justin Kluivert in order to free up space on their wage bill.
The Dutchman's departure will go a long way to clearing a desired total of €30m (£26.8m) in salaries, although further sales of Steven NZonzi, Patrick Schick and Alessandro Florenzi could also be completed.

Despite the need to free up funds for wages, Roma reportedly remain confident of securing a deal for Pedro after doing everything possible to facilitate a move.
The Spaniard's departure will not be the only exit at Stamford Bridge this summer, with Willian almost certain to move on.
The Brazilian was offered a two-year contract extension but opted to turn it down, instead demanding a three-year deal.
Chelsea are unwilling to match the 31-year-old's terms so Willian is now expected to join either Arsenal or Tottenham.

Meanwhile, Tiemoue Bakayoko is supposedly attracting attention from Paris Saint-Germain and AC Milan while Atletico Madrid are expected to activate their £48.5m option on Alvaro Morata.
Chelsea would also like to offload Danny Drinkwater while Victos Moses and Davide Zappacosta do not feature in Frank Lampard's plans going forward.
Hakim Ziyech is set to arrive this summer after agreeing a £33.4m move from Ajax in February and new arrivals in the form of a left-back, centre-back, winger and striker are all desired.
