Liverpool and Manchester United are among other English clubs keeping tabs on Werner.
The forward scored 18 league goals in the first half of the campaign and is hoping to hit the ground running again as Bayern Munich and Borussia Dortmund look to make up ground.
Erling Braut Haaland was a player that Leipzig were looking at before he eventually joined Dortmund, now Werner will be keen to prove he is the best striker in Germany.
The arrival of a player of Werner’s calibre would show that Chelsea are still ready to flex their financial muscle in the market.
