Ceballos has been a target for both Arsenal and Tottenham this summer.
The 22-year-old Spanish midfielder is said to be keen on joining the Gunners as he thinks he would get more regular first-team football.
However, he does not want a permanent exit from Real and that would suit Arsenal who have a limited transfer budget this summer.
Sky Sports reporter Dharmesh Sheth claims the “final approval” of the deal will come down to Real manager Zinedine Zidane.

“We’re playing the waiting game,” Sheth said.
“The loan move for Real Madrid midfielder Dani Ceballos is dependant on Zinedine Zidane giving the final approval.
“We’re told the player wants to go to Arsenal where he feels he’d get more regular football than, for example, Tottenham who were in talks.”
Sheth claims Arsenal are still in talks over moves for Celtic left-back Kieran Tierney and Brazil forward Everton, who is viewed as an alternative option to Crystal Palace star Wilfried Zaha.
Zaha is said to have told Palace he wants to leave the club on Thursday.
Arsenal had a bid of £40m rejected for the forward earlier this month.
“Talks are continuing with Celtic over the structure of a £25m move for the left-back Kieran Tierney,” Sheth added.
“Last week the initial offer had been £18m plus add-ons.

“Not enough for Celtic, they want more up front.
“Arsenal still retain an interest in the Gremio forward Everton.
“That’s if, I’m lead to believe, they can’t get the Zaha deal done.”
