The Red Devils have completed just one transfer so far this summer, with Manchester United signing Daniel James from Swansea.
United have changed their transfer policy this summer, with Woodward keen to sign young British players after a disappointing season last time out.
Solskjaer’s men had a horrible end to last season, with United finishing sixth in the Premier League - a staggering 32 points behind champions Manchester City.
And according to The Independent, Solskjaer held crunch talks with Woodward at the end of last season.

The United boss told Woodward the squad needed a major overhaul and a significant spending spree was required this summer.
Solskjaer said without United splashing the cash, the club could forget about challenging for the Premier League for three years and the 2019-20 season would be a disaster.
United have signed James from Swansea, with the Red Devils also closing in on Crystal Palace’s Aaron Wan-Bissaka.
The Red Devils have had two bids rejected for the England Under-21 international, however, reports this week claimed United have agreed a £55m fee.
United boss Solskjaer sees Wan-Bissaka, 21, as the club’s right-back for the next ten years.
Leicester’s Harry Maguire is also a top target for the Red Devils, with Solskjaer desperate to bolster his defence at Old Trafford.
United have been told to pay £90m for Maguire this summer and Red Devils hero Gary Neville has backed their pursuit of the defender.
“If you think of the attributes of centre-backs, he has them in abundance,” said Neville.

“Leicester fans won’t thank me for this, but they’re going to be under real pressure to keep him this summer.
“We talk about John Stones being good on the ball, I actually think Maguire is the equal of him on the ball.
“A big statement, maybe, as Stones is seen as the composed, ball-playing centre-back, but I think Maguire is just as good on the ball.”
