Parker became the WBO heavyweight champion by beating Andy Ruiz earlier this month to claim the belt vacated by Tyson Fury.
The 24-year-old is 22 fights unbeaten but has only fought outside the Southern Hemisphere three times in his career.
And now his management have revealed that they are considering a massive unification fight at the end of the summer in London against the winner of Anthony Joshua v Wladimir Klitschko.
The WBO had initially been expected to order Parker to fight David Haye, but the Brit will instead face Tony Bellew in March.
And now Higgins is unsure who the mandatory challenger might be but does not want to rule anything out.
"I would hope by middle of January we will have a better idea which way we are heading," Higgins added.
