John Bolton, the former US ambassador to the UN, launched a stinging attack on Mrs Merkel in the wake of last night's Berlin terror attack.
He said the Chancellor's decision to let a "wave" of refugees into Germany "definitely exposed" the country to ISIS jihadists.
At least 12 people died in the capital last night when a militant hijacked a lorry and ploughed it into a packed Christmas market.
Mr Bolton said: "Many Germans feel as though they've lost control of their country – it's not a feeling that's unknown elsewhere in Europe.
"But Merkel has been the biggest symbol across the continent of somebody that is open to this policy – it's aroused a lot of resentment.
"Viktor Obran, the controversial president of Hungary, has said: 'We don't intent to pay for Germany's mistake'."

Mr Bolton said: "Many Germans feel as though they've lost control of their country – it's not a feeling that's unknown elsewhere in Europe.
"But Merkel has been the biggest symbol across the continent of somebody that is open to this policy – it's aroused a lot of resentment.
"Viktor Obran, the controversial president of Hungary, has said: 'We don't intent to pay for Germany's mistake'."

Merkel has also come under intense criticism from German politicians.
Alternative for Germany (AFD) leader Frauke Petry said her "careless" refugee policy helped to foster "the environment in which such acts can spread".
And Horst Seehofer, head of the Christian Social Union, said it was time to "rethink and overhaul" the country's approach to migration.

Nigel Farage also slapped down the embattled Chancellor.
The former Ukip chief and Brexit supremo said horrific attacks such as the Berlin massacre would be Merkel's "legacy".
He added: "Mrs Merkel has directly caused a whole number of social and terrorist problems in Germany, and it's about time we confronted that truth."

Merkel: Attack tough for Germans who've helped refugees
During a press conference earlier today, Merkel said she was “shocked and very saddened” by the events in the German capital.
She told reporters: "Twelve people that were amongst us yesterday, that were looking forward to the Christmas season, are no longer with us."
And she said it would be "repugnant" if the attacker turned out to be an asylum seeker who Germans had welcomed with open arms.
