He was handed the life sentence in 1989 after a series of sex attack allegations starting in 1973.
After his release, Hoare was moved to a series of secret addresses with his location protected in a £120,000-a-year police operation.
But it has now it emerged he is currently detained on remand while he awaits trial for allegedly exposing himself in woods near his home.
A woman told police a man approached her last month and flashed at her, although officers who rushed to the scene could not find the suspect.
Hoare was arrested five days later.
In March 2005, when Hoare was released on parole, he moved into a £700,000 six-bedroom mansion on the outskirts of Newcastle.

However, those outraged by his wealth soon targeted him and his house was painted with the words “Leave or Die”, while neighbours received bullets in the post.
This forced Hoare to flee at least four times before resettling in a £450,000 converted church.
Hoare appeared before magistrates yesterday when he pleaded not guilty to indecent exposure.
He did not enter a plea for assaulting a police officer and was remanded in custody until a later date.
