The Swiss star is set to undertake a lighter clay court schedule in the coming months to preserve his body for bigger events in the summer.
Federer used the same tactics last year and went on to win Wimbledon and the Australian Open.
Another tournament the 36-year-old has enjoyed great success at is the Gerry Weber Open in Germany.
Federer has won the event nine times and is already looking forward to defending his title in June.
"The tenth title in Halle would obviously be fantastic, something very special and unique in my career," he said during the Rotterdam Open.
