Top seed and world No2 Nadal is the headline act at the tournament after being forced to miss the event last year through injury.
His opponent in the first round is Mischa Zverev, who he also beat in the opening round in Acapulco two years ago.
Australian Nick Kyrgios plays Andreas Seppi in the opening round and is a possible opponent for Nadal in the second round.
Stan Wawrinka, who is continuing his return from injury, plays a qualifier.
ATP Finals champion Alexander Zverev is the second seed and in the bottom half of the draw.
The German will also play a qualifier in the first round and could then meet either Tennys Sandgren and David Ferrer.
