The Brazilian looks destined to leave Stamford Bridge this summer as the two European giants continue to chase his signature.
Willian has already been the subject of three bids from Barcelona in recent weeks.
The Catalan club's previous two offers of £50m and £55m have so far been rebuffed, but they have now returned with a third bid of £65m plus add ons.
However, according to the Daily Mail, Chelsea want United to launch an offer of their own in order to start a bidding war.
The Blues are looking to hike up Willian's price before next month's deadline.
However, the Mail also report new boss Maurizio Sarri is open to keeping the player in west London this season.
Willian insisted talk over a potential move would not distract him while playing for Brazil in the World Cup.
But during the campaign, the 29-year-old was asked about a potential reunion with fellow countryman Philippe Coutinho in Spain.
