“I was very disappointed by England and Belgium were just superior,” he said on 5Live.
“They know how to play quick and how to play slow, but England just played at one speed.
“Belgium are very talented and they are a better side than England, even without Hazard, Lukaku and De Bruyne.
“It's the first side England have played who have showed real quality and we are still a long way behind.”

They managed just two shots on target all game and Waddle hopes Southgate’s men can rediscover their cutting edge for Tuesday’s World Cup last-16 tie with Colombia.
“Where is the creativity in that team?” he asked.
“Every time Januzaj got the ball he always looked like he would shoot or put a cross in, and he was difficult to handle for Danny Rose.
“We didn't have that and you have to bring all of the players back in that didn't play today.”
England play Colombia at 7pm on Tuesday in Moscow.
