Wenger left his role as Arsenal manager after almost 22 years at the north London club.
Sagna played under his fellow Frenchman for seven of those years and says it was sad to see him leave.
“Well I was shocked like everyone because I never thought Arsene Wenger would be leaving Arsenal one day,” he told Sky Sports.
“To me he is an Arsenal man who makes the club and he changed English football.
“He changed the mentality in England and all over the world.

“It’s always sad to see someone like him walking away.”
Unai Emery replaced Arsene Wenger, becoming the club’s new head coach.
Sagna says it will be a hard task for Emery and has compared it to when Sir Alex Ferguson left Manchester United in 2013.
“I think it’s quite difficult for him to be manager after someone who was so important like Arsene, a bit like the new manager after Sir Alex Ferguson,” he added.

“Everyone has respect for both managers.
“It’s never easy to come from behind and reshape the club but I think it is a good challenge to take and I think he is ready to take that challenge.
“He’s been part of the Paris Saint-Germain squad which is quite difficult because there is a lot of pressure.
“I think he is looking forward to using his experience and he’s going to try to bring the club to the top where it deserves to be.”
