Gerrard was appointed Gers manager last Friday, signing a three-year contract.
It is the Liverpool legend’s first step into management after retiring from the professional game in 2016.
Butcher understands it will be a tough ask for Gerrard to overtake Old Firm rivals Celtic straight away.

But he believes if given enough funds, the former England captain can bring a higher quality of player to Ibrox.
“You’ve got to build it up in small blocks rather than just saying ‘right, here we go, we’re going to catch Celtic’,” Butcher told Sky Sports.
“He needs a lot of funds to do that.
“He needs funds available and getting the right players to come in.

“But players are going to sign for Steven Gerrard now, he’s Rangers manager.
“You’re going to go to Scotland because it’s Steven Gerrard who’s the manager, rather than someone else where you think ‘I’m not too sure’.
“He will get players to Rangers, if they’ve got the money.”
