That is according to pundit and former Newcastle striker Alan Shearer.
Manchester United sit second in the Premier League table at present, but Mourinho has been heavily criticised after his side were dumped out of the Champions League at home to Sevilla on Tuesday evening.
The Portuguese boss launched a stunning rant at journalists on Friday, lambasting members of his first team for underperforming.
Pogba and Sanchez are two players who have failed to find form in recent months.
But Shearer believes it is up to Mourinho to get the best out of the duo.

"They signed Paul Pogba for £90 million and Jose is not getting the best out of him," he told bookmaker Coral.
"I am not sure Pogba knows what is expected from him on the pitch.
"He doesn’t know if he should be sitting, attacking or doing a bit of both.
"They signed Alexis Sanchez and it looks like they have got his twin brother.
"He looks like the little boy the lost.
"It is the coach’s job to get the best out of the players."
United welcome Brighton to Old Trafford this evening as they look to put their Champions League misery behind him.
