Coutinho has been continually linked with a move throughout the summer to Barcelona, as they seek a replacement for Neymar, who joined Paris Saint-Germain in a world-record deal worth £198million.
Barcelona have had no joy with their pursuit of Coutinho, and have had three bids rejected.
A fourth bid worth £138m is set to be tabled, but Express Sport understands the Reds will reject it outright.
Previously, Coutinho wasn’t seeking a transfer from Anfield.
But now, according to Yahoo Sport, Coutinho is willing to go public with his grievances.
