The Brazilian superstar is edging closer to completing a staggering £196million transfer away from the Nou Camp.
PSG are willing to break the bank to land the 25-year-old and have been in talks with Neymar for months over a move, despite Barca saying he will not be sold.
However, Al-Khelaifi believes negotiations are going well and Neymar will complete the biggest deal in football history.
"Negotiations for Neymar are going well. I'm very confident," he told Yahoo Sport France.

Neymar starred in Barcelona's 3-2 win over Real Madrid in Miami at the weekend in what is likely to be his last game for the club.
The forward did not return from Miami with his Barcelona team-mates and instead headed to China for a sponsorship tour.
Afterwards, he will stop off in Qatar to meet with Al-Khelaifi with reports suggesting he will attend Aspetar medical centre, in Doha, for scans in the coming days.

Neymar still has four years left to run on his contract with the Catalan giants but is keen for a fresh challenge in Ligue 1.
The Brazil international has netted 68 goals in 123 La Liga appearances to date.
