Arsenal are keen to see improvements next season and feel a change of structure upstairs could aid results on the field.
The north London club are reportedly looking to appoint a director of football to assist Arsene Wenger, rather than moving the Frenchman on.
And according to the Daily Mirror, the Gunners are keen to snap up Hoffenheim chief Alexander Rosen and have approached him via intermediaries.

The report says Arsenal have been impressed by Rosen's work with the Bundesliga side, especially following his appointment of manager Julian Nagelsmann.
Nagelsmann, 29, has been a revelation for Hoffenheim, making them one of the surprise packages in Germany this season.
Rosen's eye for a good transfer is also said to have attracted the Gunners.
The 38-year-old was responsible for the buying and selling of Roberto Firmino, turning a £26million profit on the Brazilian who joined Liverpool in 2015.
Wenger is said to be opposed to the idea of having a director of football, however, the club are forging ahead anyway.
Rosen is thought to be one of a three-man shortlist, also including gormer Arsenal winger Marc Overmars and Borussia Dortmund's Michael Zorc.
