The Germany Under-21 international was heavily linked with a move to Liverpool, with Jurgen Klopp said to be lining up a cut-price £8.5million deal.
But the Premier League side have failed in their pursuit of the 21-year-old midfielder, who has opted to join Bundesliga rivals Borussia Dortmund.

A Gladbach statement read: Mahmoud Dahoud will leave Borussia Mönchengladbach this summer.
"The 21-year-old has completed a transfer to fellow Bundesliga side Borussia Dortmund, one year ahead of his contract end date."
Dahoud was about to enter the final year of his contract at Borussia-Park and Gladbach were determined not to lose him on a free.
The Gladbach academy product has scored seven goals and provided 14 assists in 76 appearances since breaking into the first team in 2014.
