It is said they made a contract offer worth £65,000 a week, and they are believed to be prepared to resurrect their interest in the summer.
However, The Sun suggest Tottenham are increasingly confident of bringing Dembele, who joined Celtic from Fulham, back to London.
A source told the paper: "This is a deal that has been in the offing for a very long time and looks to be set for this summer.
"He's had a fantastic season up in Scotland, and Spurs have been interested in him since his Fulham days.
"The boss is a huge fan and wants to make sure he has enough options up front going into next season."
