Rangers are currently going through a backroom shake-up and are looking to appoint a director of football for the first time.
Southampton head of recruitment Ross Wilson has already turned down the role after weeks of deliberation.
And the Gers have been dealt a further blow as their second target - Huddersfield's Stuart Webber has also reportedly turned down a move to Ibrox.

The Daily Mail claim Webber has opted to stay at the John Smith's Stadium as the Terriers push for promotion to the Premier League this season.
Webber is Huddersfield's head of football operations and has overseen their rise from the foot of the Championship table to promotion hopefuls.
He was responsible for the appointment of new manager David Wagner who has transformed the club since arriving last summer.
Rangers are now expected to turn their attention to Paul Mitchell who has served his notice period as head of recruitment at Tottenham after stepping down in August.
Celtic have been searching for a new head of recruitment since October when John Park left the club.
They are said to have also considered moves for Wilson and Webber but were reportedly turned down, much like their rivals Rangers.
