Alexis Sanchez opened the scoring with a contentious close-range effort that went in off his hand, which led to referee Mark Clattenburg apologising to Hull's players after the game.
The Gunners went on to win the game 2-0 after Sanchez converted a penalty deep into stoppage time.
Gallagher told Sky Sports: "It's a moral dilemma when you think about it, because handball has to be deliberate. Sanchez will say it's not.

"I think the problem there is that it's happened so fast.
"Mark Clattenburg can't see it, the assistant - from his angle - thinks it's hit him on the chest. So he would have been guessing."
Gallagher, a Premier League referee from 1992 to 2007, believes the goal would have been disallowed with the help of video technology.

He added: "VAR (video assistant referees) will come, there's no doubt about that. And if VAR would have looked at that, they would have said it was handball.
"But at the moment it is what it is, we're left with what we've got and human error being what it is, it's one that got away.
"Every football fan will say you can't score with your hand and in that case, especially with his hand in the air, that's the difference."
