The pair have both struggled to hold onto a first-team spot under Conte this season.
Conte has favoured Nemanja Matic and N'Golo Kante over Fabregas in midfield, while Willian has been battling with Pedro for a starting spot.
Cesc Fabregas and Willian both in line for more starts
The Premier League leaders face a difficult trip to Turf Moor on Sunday (1.30pm), where Burnley have won all but four of their 15 games this season.
But the Chelsea boss knows the fine form of Fabregas and Willian gives him options.
When asked if Fabregas and Willian will be handed first-team opportunities in the coming weeks, Conte said: "For sure it’s possible.
"You talk about two great players in good form.
"To have Cesc and Willian on the bench or on the pitch is very important. And also Pedro is playing very well.
"I have many different solutions. The most important thing is I can count on a squad and every single player is in good form."
