The Frenchman was charged with verbally abusing and shoving fourth official Anthony Taylor as tensions mounted in Arsenal's 2-1 win over Burnley on Sunday.
Arsene Wenger is potentially facing a stadium ban and a hefty fine for his furious touchline tirade.
He has until 6pm tomorrow to answer the charge.
Asked what punishment Wenger deserves, Mourinho said: “I never pushed the referee - so I don’t have a comparison. So I have no idea.”

But while his answer was vague, the Daily Star claim Mourinho is hoping the FA are consistent with their handling of such incidents.
Mourinho was involved in an infamous touchline bust-up with his old foe back in 2014 when Wenger pushed the then Chelsea boss during a heated confrontation.
At the time Wenger said: “It’s not a way to behave on a football field. Did Mourinho provoke me? That is how I felt. I did not enter Chelsea’s technical area.”

While Mourinho said: “If it was me it would have been a stadium ban.”
Mourinho, who has been charged with misconduct twice this season, believes the FA have given Wenger preferential treatment over himself in recent seasons, the report claims.
