But Italian website Calcio Mercato claim that AC Milan and Roma are ready to bring the midfielder to Italy.
Milan were linked with a move for Wilshere in the summer only for it to fail to materialise.
But they are reportedly willing to try again - boosted with cash by a takeover from a Chinese consortium.
Roma are also keen and with the club's American owners desperate to sign a marquee name.

The news that both Italian clubs are ready to swoop will no doubt irk Guardiola at City.
The former Barcelona and Bayern Munich boss is said to have identified Wilshere as a long-term replacement for Yaya Toure.
Toure has recently broken back into the City team but, at the age of 33, his best days are thought to be behind him.
