Ciftci hasn’t played since the Champions League qualifiers against Lincoln Red Imps in July and is well behind Moussa Dembele and Leigh Griffiths for the striking berths.
Nigerian international defender Efe Ambrose is another who Celtic will listen to offers for.
Rodgers is likely to let several fringe players go, including keepers Logan Bailly and Leo Fasan.
He is keen on Portland Timbers midfielder Darlington Nagbe and Brighton midfielder Dale Stephens, but any move for the latter would need to wait until the summer.
